The system is messed up. Not just a little, either. Point of my case, drivers on the highways. They are either using their cell phone (illegal in CA), texting (also illegal), applying make up (should be illegal), speeding (for whatever reason), weaving in and out of traffic, littering (includes smokers flicking their cigarettes out window), and reading papers or books. In any event, I personally tired of risking my, and my family's, life among a bunch of "C" grade drivers. By that I mean it only takes a 70 score on the written test. Additionally, you don't have to prove you can drive in person. There should be a mandatory driving test for everyone at least every five or ten years. You have to renew your passport picture every ten years, and no one ever got killed or maimed by a passport picture.
People can take the written test every 6 months until they either pass with a 70 or quit trying. The written passing score should be raised to at least 80 and no repeat testing for a minimum of one each year.
Public transportation should be improved and this could be accomplished by raising the gas tax to $4 per gallon. This would ease traffic and initially provide funding fir the public transportation system. Why can the system in Washington, DC work so well, as well as other major cities, and not work in CA? Because everyone out here thinks they are cowboys and the car is their horse! By raising the gas tax to bring the cost of gas close to the of Europe, it would be a while before most drivers realized that the bus or something else was a better option. At that point, public transportation would become self sufficient due to the increased ridership.
Driving is not a Right, and is not alluded to in any of the Bill of Rights, and yet it kills and maims more people than guns. Let's get our heads on straight, America!
